BMI represents songwriters and publishers only. The songwriter creates and owns the composition of a song. The publisher acts on behalf of the songwriter, and they have the right to reproduce and distribute the recording (or any derivatives) of the song.
BMI has "Join as a Songwriter" and "Join as a Publisher". If you are going to self-publish, then you need to be both. If you aren't, then just reg as a writer.
- You will need to notify the IRS of the name change. - If the name and ownership of your BMI publishing company is changing you will need to also complete and return the PUBLISHER OWNERSHIP CHANGE FORM. If the forms are submitted together the fee is $75.
As a publisher you will be required to register your songs with BMI. To register a song simply login to BMI Online Services and navigate to “Works Registration”. Alternatively you may register using a “Work Registration” form—available for download at www.bmi.com/forms.
Unlike some performing rights organizations, joining BMI as a songwriter or composer is free. There are no fees or annual dues of any kind for songwriters and composers.

Songwriters can join BMI for free, while individual publishers must pay $150 and publishing companies must pay $250. Membership with BMI comes with a number of benefits, including: Songwriting camps and workshops for musicians.
The publisher is the owner or administrator of the copyright to a song not the sound recording. That just means the words and music: melody, harmony, lyrics. If you or a songwriter/composer you know has never signed away their publishing rights to a publishing deal, then the songwriter IS the publisher.
What is the difference between a songwriter and a publisher? A songwriter or composer is the creator of a work, which is a song, score or other musical composition. A publisher, on the other hand, is an individual or company that owns or administers the copyright of a work.
