Military personnel stationed in California are exempt from payment of the vehicle license fee (VLF) on any vehicle owned or leased and registered in California provided: The nonresident military owner is shown as a lessee or registered owner of the vehicle. The vehicle is not operated for hire.

A California-certified public weighmasters certificate for commercial vehicles with an unladen or empty weight of 10,000 pounds or less and new commercial vehicles weighing 8,001 pounds or more which are sold by California-licensed dealers may be required to complete a commercial vehicle application.
What is declared combined gross weight?
Declared GVW is the weight that equals the total unladen weight of the vehicle plus the heaviest load that will be transported on the vehicle. Declared CGW is the total unladen weight of the combination of vehicles (motor vehicle and trailer) plus the heaviest load that will be transported by that combination.
What is exempt from weight fees in California?
Vehicles operated in accordance with a permit issued by DMV. Nonresident vehicles operated in accordance with reciprocity agreements. Forklift trucks that are moved unladen over the highways (VC 9409). Commercial-type motor vehicles manufactured in 1936 or prior (VC 9401(a)).
Why do I have to pay a weight fee on my truck in California?
A weight fee is due if commercial license plates are requested for the vehicle (VC 9401(b)). A vehicle operated or moved over the highway exclusively for the purpose of historical exhibition or other similar noncommercial purpose (VC 9400).
