A fall rescue plan is a procedure that provides details on how to safely retrieve a person who has fallen from an elevated work surface and is suspended in a full body harness, safety net or other fall protection device that has safely arrested the fall of the worker.
MEWPs are available in two basic types: boom (cherry pickers) and vertical (scissor lifts). Boom lifts have two types of operation, static or mobile. These are covered by different training and qualifications. Vertical lifts can also be static or mobile, and can have a telescopic mast.
In the case of rescue being required, the MEWP operator should in the first instance alert their supervisor. If, however they are not contactable the operator should contact the nominated ground rescue person directly for assistance.
OSHA requires fall protection plans to include plans for a prompt rescue due to the risk of suspension trauma. In a technical bulletin, OSHA states suspension trauma can be fatal within 30 minutes and that dangerous effects of suspension trauma can occur within as little as three to five minutes of the fall.
