The South Coast AQMD originally adopted Rule 1415 to reduce ozone-depleting refrigerant emissions from stationary, non-residential air conditioning (comfort cooling) and refrigeration systems with full charge capacity of greater than 50 pounds, and using Class I and Class II refrigerants. .
