TFS or International Waste Shipments are terms used for exporting and importing waste. The Transfrontier Shipment of Waste regulations govern the movement of recyclable materials across borders either by road, rail, ait or sea.
Any movement of hazardous wastes or other wastes from an area under the national jurisdiction of one State to or through an area under the national jurisdiction of another State or to or through an area not under the national jurisdiction of any State, provided at least two States are involved in the movement.
A hazardous waste manifest must accompany most hazardous waste that is shipped off site. The Uniform Hazardous Waste Manifest is the shipping document that travels with hazardous waste from the point of generation, through transportation, to the final treatment, storage, and disposal facility (TSDF).
The United States signed the Basel Convention in 1990. The U.S. Senate provided its advice and consent to ratification in 1992. The United States, however, has not ratified the Convention because it does not have sufficient domestic statutory authority to implement all of its provisions.
Objective. The overarching objective of the Basel Convention is to protect human health and the environment against the adverse effects of hazardous wastes and other wastes requiring special consideration.
