The Housing Opportunity Program for Persons with AIDS (HOPWA) provides housing assistance and supportive services to help low-income persons living with HIV and their households establish or maintain affordable and stable housing, reduce their risk of homelessness, and improve their access to health care and supportive
HOPWA funds may be used for a wide range of housing, social services, program planning, and development costs. These include, but are not limited to, the acquisition; rehabilitation; or new construction of housing units; costs for facility operations; rental assistance; and short-term payments to prevent homelessness.
HOPWA grantees are required to carry out eligible activities through project sponsors. 42 U.S.C. 12903(b). Project sponsor is defined as a nonprofit organization or a housing agency of a State or unit of local government that contracts with a grantee to receive assistance under this chapter. 42 U.S.C. 12902(14).
HOPWA-Eligible Person a low-income person with HIV/AIDS who qualifies the household for HOPWA assistance. This person may be considered Head of Household. Where there is more than one person with HIV/AIDS in the household, the additional person(s) with HIV/AIDS, is considered a beneficiary(ies).
The Office of HIV/AIDS Housing manages the Housing Opportunities for Persons With AIDS (HOPWA) program. HOPWA is the only Federal program dedicated to addressing the housing needs of low-income people living with HIV/AIDS and their families.
