After meeting the requirements to establish domicile, a person must continue to be domiciled in Virginia for at least 12 months preceding the first day of classes.

Active-duty period in the state must exceed 30 days. In-state tuition rates for service members and spouses last only while the service member is stationed in the state. For dependents, in-state tuition rates continue if they stay continuously enrolled, even if the service member relocates to another state.
Is there a way to get around out of state tuition?
First look at states around your state to see if they have reciprocity agreements that reduce out of state tuition. Second, apply to private schools that offer a high amount of aid for those in need (if thats you). But you are very smart! Youre looking in advance which is huge.
How long do you have to live in VA to get instate tuition?
