Uninspected charter passenger vessels (carrying six or fewer passengers for hire, or no passengers for hire) and recreational vessels that sell their catch can be sub- ject to the requirements for commercial fishing vessels.
There are two classifications of passenger vessels: inspected and uninspected. As the terms suggest, an uninspected vessel doesnt require a Coast Guard inspection, while an inspected vessel does. There are still legal requirements for uninspected vessels.
An Uninspected Passenger Vessel is a commercial vessel carrying six or fewer paying passengers, and weighing a maximum of 100 GRT. Uninspected Passenger Vessels are required to be under the direction of an USCG OUPV licensed captain.
The basic requirements for documentation are to demonstrate ownership of the vessel, U.S. citizenship, and eligibility for the endorsement sought. A vessel must measure at least five net tons and, with the exception of certain oil spill response vessels, must be wholly owned by a citizen of the U.S.
Non motorized/non self propelled vessels carrying 6 or less paying passenger(s) need only meet REC requirements; when carrying over 6 passengers for hire, the vessel must meet SPV requirements. Vessels 100 GRT and larger may carry up to 12 passengers for hire as a UPV.
