In a July 2006 reorganization, Pacific Powers territory in central and eastern Wyoming was merged with the Utah Power territory to form Rocky Mountain Power.
The new net metering rules, known as Net Energy Metering 3.0, went into effect on April 15, 2023, much to the consternation of the residential solar industry and consumers. They asked the CPUC to reconsider their policy, but the commission declined to do so.
Net metering allows utility customers to generate their own electricity cleanly and efficiently. During the day, most solar customers produce more electricity than they consume; net metering allows them to export that power to the grid and reduce their future electric bills.
