The marriage license is issued the same day of the application. However, due to the waiting period, the marriage license is not effective until 6:00 a.m. on the second calendar day after the license is issued. Example: A marriage license issued at 3pm on May 14th.
Both parties must be over 18 years of age. Forms of identification for each person: drivers license, birth certificate or a passport (Applicants 17 and younger are required to call the License Department prior to applying.) The fee is $25.00 - CASH only. Neither a blood test nor witnesses are required in Maryland.
For marriage records after 1997, the records must be obtained from the Circuit Court where the marriage took place. To contact a circuit court, use the Maryland State Archives page, List of Maryland Circuit Courts to obtain address and phone number of the appropriate court.
The marriage license is not effective until 6 a.m. on the second day following the day that the license was issued. During the waiting period, no marriage ceremony may be held unless special permission is given by a judge (usually for reasons of military service or pregnancy).
