Any individual or business with five or more dogs and who breeds and sells dogs retail, wholesale, or to the public is required to procure a kennel license and pay a kennel license fee in lieu of the individual dog licenses and license fees provided for herein.

Commercial breeders must obtain a commercial breeder's license and undergo inspection before commencing business. Items such as water supply, food storage, shade, ventilation, enclosures, shelter and cleanliness are checked and periodically inspected.
There shall be no more than two litters or 20 puppies or kittens, whichever is greater, produced per hobby breeder facility per year.
