The purpose of the load line is to ensure that a ship has sufficient freeboard (the height from the waterline to the main deck) and thus sufficient reserve buoyancy (volume of ship above the waterline). It should also ensure adequate stability and avoid excessive stress on the ships hull as a result of overloading.
The Load Line Convention applies to vessels engaged in international voyages, meeting the following criteria. Existing ships for the Convention having 150 gross tonnage or more.
Contact an accredited marine surveyor or recognised organisation to have your surveys completed. Complete an Application for a certificate of survey and/or a load line certificate for a domestic commercial vessel form 521 to gain your load line certificate. Fees apply for this type of application.
A load line certificate is normally issued for a 5-year term, subject to annual topside surveys to verify that hatch covers, doors, vent covers, and other critical closures are in good working condition, and that there have not been any damage or unauthorized modifications that would compromise the vessels
Issue of certificates An International Load Line Exemption Certificate shall be issued to any ship to which an exemption has been granted under and in ance with paragraph (2) or (4) of Article 6. Such certificates shall be issued by the Administration or by any person or organization duly authorized by it.
How is it maintained? By a periodical survey not exceed five years, to ensure that the structure, equipment, arrangements, materials and scantlings fully comply with the requirements of the Convention.
Load line certificate certifies that vessel complies with the loadline convention. Loadline convention basically limits the ships on the minimum freeboard it needs to maintain.
Load line certificates (domestic or ICLL) are issued on behalf of the United States by the American Bureau of Shipping or one of several other USCG-approved classification societies. The choice of assigning authority is made by the vessel owner/operator.
