On December 8, 2021, the Federal Communications Commission issued an order ending the temporary Emergency Broadband Benefit Program (EBB Program) and enacting, in its place, the new Affordable Connectivity Program (ACP).
The program, launched December 31, 2021, provides enrolled qualifying households with a $30 monthly discount on broadband service.
The Universal Broadband Fund (UBF) is a $3.225 billion investment by the Government of Canada designed to help connect 98 per cent of Canadians to reliable high-speed Internet by 2026 and 100 per cent of Canadians by 2030. The government has partnered with several provinces to ensure that UBF dollars go even further.
An ACP consumer can only use their one-time device benefit on a device offered by the same provider through which that consumer receives ACP-discounted internet service.
Q2: Who is eligible? A: Low-income families who currently receive the maximum Canada Child Benefit (CCB) and low-income seniors who currently receive the maximum Guaranteed Income Supplement (GIS) are eligible for this initiative.
How long will the Affordable Connectivity Program last? The ACP is a long-term program. The government has committed $14 billion to this endeavor, and there is currently no end date.
Most eligible families can receive a benefit of up to $30 per month applied to the cost of their internet service. ACP-eligible households who live on Tribal lands are eligible for a benefit of up to $75 per month.
The program was designed as a permanent extension of the Emergency Broadband Benefit program and there is currently no end date.
Households enrolled in the EBB Program as of December 31, 2021, continued to receive their current monthly benefit during a 60-day transition period. The transition period ended on February 28. Consumers can apply for the Affordable Connectivity Program at AffordableConnectivity.gov.
The Bureau provided interim guidance (DA 21-1524) that to enable the orderly transition of the EBB Program to the Affordable Connectivity Program, the Bureau and USAC stopped accepting EBB Program provider participation applications and election notices on December 20, 2021.
