here is a sketchy map im working on of the columbia river and i have all these little point symbols lets label them oh no the robot put my labels on top of the river i wouldnt do that if i was manually positioning them am i stuck lets look at the feature properties for the layer that i want to avoid so ill open this up and even though its not actively labeled i can still edit the label properties if i open up the position tab and then choose conflict resolution i can give a feature weight of anything other than zero and then boom everything is repelled by these features repulsion factor now the labels from one layer can avoid the features of another layer like the plague by the way did you like the look of that pen and ink style map that you just saw you can download that style and like a kajillion other ones for arcgis pro at this link check it out
