One of these was the inclusion of a notwithstanding power in Section 33. This section, often referred to as the notwithstanding clause, allows federal, provincial and territorial parliaments and governments to temporarily override or supersede certain Charter rights.

The notwithstanding clause, or Section 33 of the charter, gives parliaments in Canada the power to override certain portions of the charter for five-year terms when passing legislation.
There must be at least seven provinces that approve the change, representing at least 50% of Canadas population. This is often called the 7 + 50 rule. This means that provinces with large populations will typically need to approve a change in order for the amendment to succeed.
Another reason Quebec wouldnt sign was a clause in the Charter of Rights which guaranteed minority language rights where numbers warrant. This would have meant the end of Quebecs Bill 101 by protecting English language rights in Quebec (while at the same time protecting French language rights in the rest of Canada)
In 1988, Quebec used the clause in response to a Supreme Court of Canada decision that the provinces law allowing French-only on commercial signs offended freedom of expression because companies could not express themselves in their language of choice.
It is commonly known as the notwithstanding clause (French: clause drogatoire or clause nonobstant), sometimes referred to as the override power, and it allows Parliament or provincial legislatures to temporarily override sections 2 and 715 of the Charter.
