Double click the image, click edit, zoom in, and recenter. Open retouch in the right panel, click on the slider to create a circle, adjust the size, then drag to blur. Hit command Z to undo. For uneven blur, select a smaller circle and use a jagged pattern. Hit done, zoom out, return to the library, drag the image to the desktop, and delete the original.
