Pennsylvania is an alcoholic beverage control state. Spirits are to be sold only in the state owned Fine Wine Good Spirits stores, which also sell wine, but not beer.
As a result of Act 14, dated June 30, 1987, enforcement of the Pennsylvania liquor code was transferred from the Pennsylvania Liquor Control Board to the Pennsylvania State Police (PSP), thus forming the Bureau of Liquor Control Enforcement (BLCE). BLCEs purpose is to enforce the Commonwealths Liquor Laws.
The mission of the PLCB is to responsibly sell wine and spirits as a retailer and wholesaler, regulate Pennsylvanias alcohol industry, promote alcohol education and social responsibility and maximize financial returns for the benefit of all Pennsylvanians.
Enforcement of the Liquor Code and PLCB regulations is done by the Pennsylvania State Police, Bureau of Liquor Control Enforcement(opens in a new tab) (PSP BLCE). The PSP BLCE issues citations against bars and restaurants who are found to be in violation of the Liquor Code.
The Pennsylvania State Police Bureau of Liquor Control Enforcement was created on July 1, 1987, under Section 211 of the Liquor Code.
