Fundamentally, Base64 is used to encode binary data as printable text. This allows you to transport binary over protocols or mediums that cannot handle binary data formats and require simple text. Base-64 maps 3 bytes (8 x 3 = 24 bits) in 4 characters that span 6-bits (6 x 4 = 24 bits). The result looks something like "TWFuIGlzIGRpc3Rpb...".
This table is used to turn 3 byte sequences into characters. The encode function works in blocks of 3 bytes of binary data to turn it into base64 ASCII characters. v = in[i]; v = i+1 < len ? v << 8 | in[i+1] : v << 8; v = i+2 < len ?
The equals sign "=" represents a padding, usually seen at the end of a Base64 encoded sequence. The size in bytes is divisible by three (bits divisible by 24): All bits are encoded normally.
How Does Base64 Encoding Work? Take the ASCII value of each character in the string. Calculate the 8-bit binary equivalent of the ASCII values. Convert the 8-bit chunks into chunks of 6 bits by simply re-grouping the digits. Convert the 6-bit binary groups to their respective decimal values.
BASE64 characters are 6 bits in length. They are formed by taking a block of three octets to form a 24-bit string, which is converted into four BASE64 characters.

With padding, a base64 string always has a length that is a multiple of 4 (if it doesn't, the string has been corrupted for sure) and thus code can easily process that string in a loop that processes 4 characters at a time (always converting 4 input characters to three or less output bytes).
Base64 only contains A–Z , a–z , 0–9 , + , / and = . So the list of characters not to be used is: all possible characters minus the ones mentioned above. For special purposes . and _ are possible, too.
