The equals sign = represents a padding, usually seen at the end of a Base64 encoded sequence. The size in bytes is divisible by three (bits divisible by 24): All bits are encoded normally.
The base64 is a binary to a text encoding scheme that represents binary data in an ASCII string format. base64 is designed to carry data stored in binary format across the channels. It takes any form of data and transforms it into a long string of plain text.
These three bytes are joined together in a 24 bit buffer producing the binary sequence 010011010110000101101110. Packs of 6 bits (6 bits have a maximum of 64 different binary values) are converted into 4 numbers (24 = 4 * 6 bits) which are then converted to their corresponding values in Base64.
Radix-64 (as described for OpenPGP) OpenPGP, described in RFC 4880, describes Radix-64 encoding, also known as ASCII Armor. Radix-64 is identical to the Base64 encoding described from MIME, with the addition of an optional 24-bit CRC.
The base 64 digits in ascending order from zero are the uppercase characters A to Z, lowercase characters a to z, numerals 0 to 9, and the symbols + and /. % is not allowed in base64 encoding. Save this answer.
With padding, a base64 string always has a length that is a multiple of 4 (if it doesnt, the string has been corrupted for sure) and thus code can easily process that string in a loop that processes 4 characters at a time (always converting 4 input characters to three or less output bytes).

Radix 64 or base 64 is a binary-to-text encoding system that is designed to allow binary data to be represented in ASCII string format. This is an educational project accepts a string from a user and Radix 64 encodes it.
Because the ASCII standard defines the use of seven bits, Base64 only uses 6 bits (corresponding to 2^6 = 64 characters) to ensure the encoded data is printable and none of the special characters available in ASCII are used. The algorithms name Base64 comes from the use of these 64 ASCII characters.
