To rotate a page in Foxit Phantom and save it, ensure the home tab is selected. Locate the rotate pages button to rotate the page left or right 90 degrees with each click. For larger PDF files, use the multi-page rotate button. Make sure to use the rotate pages button, not the rotate view button, as the latter won't allow you to save the rotation.
