On the View tab, in the Workbook Views group, click Page Break Preview. To move a page break, drag the page break to a new location.
The reason it would be greyed out is you are trying to insert it into a place where page breaks are not possible or allowed.
Insert a page break Place the cursor where you want to start a new page. Select Insert Page Break.
Go to Layout Breaks Page. Click or tap in the document where you want a page break. Go to Insert Page Break.
