The basic sticky note feature is available on Adobe Reader and Adobe Acrobat. It is indicated by a speech bubble on the top toolbar (Image 1). Click on this button; you will see your mouse cursor change to the speech bubble. Click the document where you would like to leave a comment.
Go to the Pencil icon in the toolbar to start drawing on your PDF. For your markup preferences, choose from numerous colors in various shades. You can even select your preferred pencil-line thickness by using a sliding bar.
Draw on any PDF document. From the menu bar on the right, select Comment. Select the marker icon in the Comment toolbar to activate the Draw Free Form tool. Draw on the PDF. You can change line color, thickness, and opacity in the Comment toolbar.
Open up a pdf document using the Adobe Acrobat Reader. Locate a part of the text within the document that you wish to add the note and then press the 'Add sticky note (Ctrl+6)'.
To set this property, check the box called “Open Initially” in the Sticky Notes Properties dialog.To open the properties dialog, select the annotation with the Hand tool, then right-click (CTRL + Click on Mac) to show the mouse menu and choose “Properties”.

If the PDF has been Reader enabled the Review & Comment tools are available in Reader. (Here, you'd be able to add a sticky note.) If Review & Comment tools are not accessible in Reader the PDF is not Reader enabled.
