A TSB fix or repair is paid for if the vehicle is still under the manufacturers original warranty, however, if the vehicle is outside of the specified warranty period or mileage, the owner must bear the cost of the repairs.

A recall happens when a manufacturer or NHTSA determines that there is a safety-related defect in the vehicle or equipment. If this happens, the automaker will notify owners and usually offer a repair for free.
