I find the limit of 15 approval steps in an approval process restrictive. We have some reasonably complex approval processes which require multiple people to approve a request. As approvals cannot be sent in parallel, we need to code our approvers as sequential steps.

Approval processes support four automated actions.
The approval process ensures that all the necessary steps take place to complete any approval, while rules govern how the request is handled at various stages of the process. The following figure illustrates the five stages of any approval process.
The approval process consists of one or more than one approval steps. Every approval step contains its criteria and approvers. Approval Steps are given step numbers to identify the hierarchy in which the approval steps should execute.
Create Approval Steps Under the Initial Submission Actions related list, click Add New, then select Field Update. For Name, enter Approval Status to Pending . For Field to Update, select Approval Status from the picklist. Under Specify New Field Value, select A specific value, then select Pending. Click Save.
Create an Approval Process From Setup, enter Approval Processes in the Quick Find box and select Approval Processes. Select Position from the Manage Approval Processes For picklist. Click Create New Approval Process and select Use Standard Setup Wizard from the picklist, then fill in the details.
You can have multiple active approval processes on the same object but not all running. However, only one approval process will get executed based on process order.
