If you see a message that says you cant open files that are not downloaded through Google Play, it means that you have downloaded a file that is incompatible with your Chromebook. For example, some Windows or Mac files, such as .exe or . dmg files, cannot be opened on a Chromebook.
By default, your files are saved to your Downloads folder, a temporary folder on your Chromebooks hard drive. You can change where downloads are saved by default or select a specific folder for each download.

Chromebooks do have local storage that is as functional as any other laptop or smartphones storage and can be used to download files, documents and other things locally but yes it is limited and there are things that you need to remember while using it. Deleted files are stored in your Chromebooks recycle bin, called the Trash folder. Even though they are stored in the Trash, they only stay there for 30 days before they are permanently deleted. Chromebooks do this, so you have time to change your mind without using too much of your devices storage.
