The frame rate can be calculated by counting how many delays fit in 1 second of animation. For example, if the delay is 100ms, then the frame rate is 10fps (because 10100ms = 1 second), or if the delay is 40ms, then the frame rate is 25fps (because 2540ms = 1 second).
Typically, GIFs have a frame rate of 10fps (or a 100ms delay) because they are simplified versions of a video.
As Giphy doesnt own the right of the images, it cannot generate revenue from licencing or selling them. The only option left is to earn money by showing sponsored results to the search queries of the users just like what google does.
The highest fps possible representable in the GIF file format specification is 100 fps ( 0.01s ), which no browser supports and 60hz consumer screens cannot faithfully display this anyways. Browser-engine image decoders will automatically reset this framerate to 10fps and play it x10 times slower.
Today I learned 60fps gifs dont exist. The gif file format doesnt even support that possibility, because gifs encode an integer delay between frames which is defined as multiples of 1/100th of a second. So there are 25fps, 33.3fps, 50fps, and 100fps gifs. (and almost no browsers will render 100fps gifs properly.)
Make an animated GIF from a slide show Set up your presentation, complete with any illustrations, animations, and transitions you want. Select File Export Create an Animated GIF. The default quality is Medium. Select the minimum Seconds spent on each slide. Select Create GIF.

Adjusting the Timeline Frame Rate will change how many frames per second (fps) your animated GIF file will go by. When making an animated GIF in Photoshop, Photoshop is set to 30 fps by default. 30 fps may be good to work, but when creating an animated gif in photoshop you may need to adjust.
