To allow users to resize the text (in the browser menu), many developers use em instead of pixels. 1em is equal to the current font size. The default text size in browsers is 16px. So, the default size of 1em is 16px.
Answer. While there is no official minimum font size for the web, it is generally agreed upon that 16px for body text is a good starting point. Of course, some text will be smaller and headings will often times be larger. But, the main body text (like what youre reading right now) should usually be 16px or larger.

Pixel Density and Font Size The pixel density of a display device is another factor that will impact font size. Text rendered at a specific font size will appear smaller on a high resolution display than on a lower resolution display of the same size.
Change display size text On your device, open the Settings app. Search and select Font size. To change your preferred font size, move the slider left or right.
Captions, copyright information, footnotes and similar annotations may still be legible in 7 pt. But this strongly depends on the font used and on other details, such as the line length, the amount of text or the background.
Issues with small fonts tiny text can be caused by programs that are optimized for normal DPI resolutions causing others displays to show fonts so small that they can be hard to read. If you run into this kind of issues with the Manager follow instruction on how to set the windows resolution for the application.
So, if a font is 12 pixels in height, that means it takes up 12 pixels on your screen from the top of the letter, to the bottom, which also includes the characters that have sections which are under the guide line, such as a p character.
The ideal font point is 12pt scanned at 300 DPI, approximately 48*48 pixel*pixel. The ideal DPI is 300 DPI for character font size greater than 10.5pt. It is recommended to use higher resolution (400 DPI or 600 DPI) for character font size less than 10.5pt.
Anything smaller than 5 pt will be extremely difficult to read, unless its all capitalized. Even then, 4 pt font is about the smallest you can go. Keep in mind that some typefaces have thinner or lighter font weights, so just because one font is legible in 5 pt doesnt necessarily mean another one will be.
