Either delete the background from each frame manually before making a GIF (save the image as GIF or PNG to preserve transparency, JPG will not work!), or, if your GIF has a solid color background, use effects tool and select "Replace color with transparency" option.

This happens because the edges of the image need to gently transition into the background colour. In this example Photoshop has assumed that the background will be white, so it has faded the edges towards white.

The GIF format uses LZW compression, which is a lossless compression method. However, because GIF files are limited to 256 colors, optimizing an original 24‑bit image as an 8‑bit GIF can subtract colors from an image.
The white pixels are caused by the transparent anti-aliased edges left behind when you cut out the animation. Gifs support only 1bit transparency: either on, or off.
Add a frame to the GIF. Click the "Elements" button and search for "frame." Then, you can choose a frame you like and add it to the GIF. Edit the frame by tweaking the opacity, brightness, or blurring the frame. Export it as GIF.
