This will not happen with an ordinary Excel Range, it will only happen if the cells have been specifically converted into a Table. If you think the cells have been defined as a Table and still cant see the Table Tools Design tab, its most likely that someone has disabled it by customizing the Ribbon.
Its the fourth tab from the left, between the Insert and the Layout tabs. If you do not see it, go to FileOptionsCustomize Ribbon and check the box to the left of Design.
