When PGP is used, at least part of the block to be transmitted is encrypted. If only the signature service is used, then the message digest is encrypted. If the confidentiality service is used, the message plus signature are encrypted.

Most email systems allow the message to consist of only ASCII characters. To translate other characters not in the ASCII set , PGP uses Radix 64 conversion.
The reason R64 conversion is useful for an email application is because it blindly converts the input stream to radix-64 format regardless of the content, even if the input happens to be ASCII text.
You can identify a binary using base64 encoding by looking for a long string comprising the Base64 character set (alphanumeric characters, + and / ).
Base64 is a group of similar binary-to-text encoding schemes that represent binary data in an ASCII string format by translating it into a radix-64 representation. The term Base64 originates from a specific MIME content transfer encoding.
