Gary from MacMost.com explains that you cannot directly edit a PDF on your Mac using Preview. Instead, you should edit the source document. In Preview, you can highlight, annotate, export, and rearrange pages of a PDF, but you cannot edit the content. These actions fall under the realm of Markup, not editing. Save a document as a PDF on Mac On your Mac, open the document you want to save as a PDF. Choose File Print. Click the PDF button or click the down arrow to open the PDF pop-up menu, then choose Save as PDF. Choose a name and location for the PDF file. To protect your document with a password, click Security Options.
If the image is in Google Photos you may use the app to print the image and, instead of picking a printer, select the option to save the photo as a PDF file. To do this open the image in the Google Photos app, swipe the screen up to bring up an options screen, tap Print, and select the Save as PDF option.
