S-63 is an International Hydrographic Organization (IHO) standard for encrypting, securing and compressing electronic navigational chart (ENC) data.
In the interests of good seamanship, it is vitally important that all charts are corrected up to date to the latest Notice to Mariners and NP5011 standards, to ensure safety critical information is applied to each chart.
In order to decrypt S-63 charts to S-57 you need to have an OEM status with the IHO and have your own MID and MKEY. If you have properly licensed S-63 charts then you must have a User Permit bound to a specific device/software.
This can be done from Load and Update Charts located in the Chart Menu. Insert CD in ECDIS CD-ROM. Select Chart Menu Choose Load And Update Charts Choose From CDROM from the sub menu. Define the location of the CD Rom and select the Load button.
ENCs are updated by weekly Notices to Mariners issued by Hydrographic Offices / Regional ENC co-ordination centers ( RENC) and corrections are received on the vessel either by email or data file (AVCS DVD). The actual updating is either applied to the ECDIS chart database automatically or by the user.
Notices to Mariners (NtM) are corrections to nautical charts and publications. NtM only contain information which is vitally important to safety at sea. Mariners are obliged to keep their products up-to-date with NtM until a new edition is issued. NtM only apply to editions in force.
To summarise: Failure to keep charts up to date is in contravention of SOLAS and also puts the ship, the owner and seafarers in danger and can also lead to action being taken by port state control officers. It is important that all notices to mariners are noted, including TPs, NavWarnings and local notices.
The Admiralty Chart Catalogue ( NP 131),Weekly Notices to Mariners , Cumulative Notices to Mariners and Annual summary of Admiralty Notices to mariners are important sources of keeping a Chart folio system updated and corrected.
From start up-Menu (on the left bottom section in chartco), click on Corrections. Click on ENC (top bar) and corrections (Right side bar). This list will show you the pending corrections to your active cells. Click on the Collect and transfer to ECDIS at the bottom of the screen.
IHO S-63 is a standard for encrypting, securing and compressing electronic nautical charts, also known as ENCs. The standard is using CRC32, SHA1, DSA and Blowfish algorithms to ensure protected delivery of nautical charts. Most commercial ENCs on the market today are protected using the S-63 standard.
