Here are the steps to follow. Open the PDF file in Preview. Click the Tools menu and select Flip Horizontal or Rotate Left or Rotate Right from the options. Save the changes by selecting File and then Save or Export.

It depends on the original format of the document. If the original document was a Word document, then you can use a PDF converter to convert the PDF back to a Word document. However, if the original document was a scanned image, then you cannot convert the PDF back to the original format.
