Gary from MacMost.com explains that editing a PDF on a Mac is not done by directly editing the PDF itself, but by editing the source document. In the default app Preview, you can do various things such as highlighting, annotating, and rearranging pages, but not actually edit the content. Some actions fall under the realm of Markup.
