The white pixels are caused by the transparent anti-aliased edges left behind when you cut out the animation. Gifs support only 1bit transparency: either on, or off.
History. CompuServe introduced GIF on 15 June 1987 to provide a color image format for their file downloading areas. This replaced their earlier run-length encoding format, which was black and white only. GIF became popular because it used LempelZivWelch data compression.
This means those pixels that are not fully transparent get their color calculated as if they were on top of the matte color. The white pixels in your circle gif happend like this, because they gif was made to be used against white background.
All you need to do is just upload or paste URL of the GIF, enter your text, choose font styles, then press the ADD TEXT button to perform the conversion. Want to edit the text layer you created? Simply double-click on the text layer, and you can also move the text layers by drag and drop.
There are translucent pixels all around in various frames. Gif file format doesnt support that. Pixels are either fully opaque or fully transparent, so when you export that, it makes all of those seemingly nonexistent translucent pixels visible.

With a GIF, antialiasing inevitably comes with a halo. If you dont want antialiased edges in a transparent GIF, then you should set the setting Matte to None in the Save for web Panel. ( Alt + Shift + Ctrl + S ).
