As long as no information about your name, the vehicle, or a lien has changed, you may order a duplicate title online through your myBMV account (), at a BMV Connect Kiosk, or at a BMV branch.
For lienholders who need to request a duplicate title or make changes to an existing title, please complete Form MV-38L (PDF). Please mail the completed form to PennDOT at the address listed on the form, along with a check or money order for the appropriate fee made payable to the Commonwealth of Pennsylvania.
To apply for a new title, youll need to fill out an Application for Duplicate Title form, otherwise known as Form MV-38O. These forms are available electronically on the Pennsylvania Department of Transportation Driver and Vehicle Services website or in hard copy at authorized PennDOT locations.
Owners with electronic titles can request a paper title through the departments website MyDMV Portal for a fee of $4.50.
