Select the PDF file and right-click Open with Google Chrome and then click Annotations in the drop-down menu of the three dots button in the upper right corner to bring up the comments.
Add text. Open the PDF in Firefox. Click the Text button to choose a color and text size before selecting where on the document you wish to add text. Its that easy!
The experience of viewing comments in a PDF document is different in the Microsoft Edge browser. Hovering the cursor over a comment or clicking it will not help. Instead, you will see a small comment logo present at the top left side of the comment. You can hover the cursor on this icon to preview the comment.
Part 4. How to View PDF Comments in Chrome? Open PDF in Chrome. If Chrome is your default PDF viewer tool, double-click the PDF file, and it will open in Chrome. Hover the cursor over the highlight to display the comment. Google Chrome provides the easiest experience of viewing comments.
View comments Choose Tools Comment. The Comments toolset is displayed in the secondary toolbar and the Comments list is displayed in the right pane. Using the Options menu at the upper-right corner of the Comments list, do any of the following: Expand or collapse the comments.
To show checkbox for all comments, do the following: Go to Edit Preferences (in Windows), or Acrobat Preferences (in macOS). The preferences dialog box is displayed. In the Commenting category, select Show Checkbox under Making Comments.

After opening the PDF, move your eyes to the top right of the three dots on the function button, click on it, and select Annotations to see the comments in the PDF logo. The difference with other viewing methods is that you need to move the mouse to the comments logo to see the full comments.
