CSV files use double-quote marks to delimit field values that have spaces, so a value like Santa Claus gets saved as Santa Claus to preserve the space. If a field value contains double-quotes, then the double-quotes get doubled-up so the parser can tell the difference.
Open the csv file in notepad and go to Edit/Replace and replace , with , and that will put the quotes everywhere except the front and back. Then add those quotes on the front and back of each row.
Append a new row to the existing CSV file using writer Open your existing CSV file in append mode Create a file object for this file. Pass this file object to csv. writer() and get a writer object. Pass the list as an argument into the writerow() function of the writer object. Close the file object.
csv files: The delimiter is always the comma. (The character separating fields.) Values which contain commas can be quoted using double quotes.
Click on Text (or string). By selecting Text, when you save as csv format, a field will save that field with the quotes around that field. Otherwise, excel will save your csv file as a comma-delimited file with no quotes.
Quotes are around each field in case the fields value contains commas or double quotes. Without the double quotes around the field value it would be hard to distinguish when a comma is separating two values or part of the value.

Change your settings within Excel to resolve this issue. In Excel, navigate to Data Import External Data Import Data/Import From Text and choose 65001 Unicode (UTF-8). Save your settings then re-open your file to confirm that special characters are displayed correctly.
