Regulated NSR Pollutant is defined at 40 CFR 51.166(b)(49) as: (i) Any pollutant for which a national ambient air quality standard has been promulgated and any constituents or precursors for such pollutants identified by the Administrator (e.g., volatile organic compounds are precursors for ozone);
A major source has actual or potential emissions at or above the major source threshold for any air pollutant. The major source threshold for any air pollutant is 100 tons/year (this is the default value). Lower thresholds apply in non-attainment areas (but only for the pollutant that are in non-attainment).
Remember, in order for NSR to apply, there has to be a docHub net emissions increase as well as a docHub emissions increase from the project.
What are New Source Performance Standards (NSPS)? This is a federal set of uniform technology-based standards for new and modified sources of air pollution. These rules envision a best available technology (BAT) for categories of stationary air pollution sources.
New Source Review (NSR) is a Clean Air Act program that requires industrial facilities to modern pollution control equipment when they are built or when making a change that increases emissions docHubly.
Regulated NSR pollutant, for purposes of this Ruling, means the following: (i) Nitrogen oxides or any volatile organic compounds; (ii) Any pollutant for which a national ambient air quality standard has been promulgated.
(2) The term new source means any stationary source, the construction or modification of which is commenced after the publication of regulations (or, if earlier, proposed regulations) prescribing a standard of performance under this section which will be applicable to such source.
A major source is defined as any emission point that emits at least 10 tons of any particular HAP per year, or more than 25 tons of any combination of HAPs per year. Title V Air also applies if your sources emit more than 50 tons per year of VOCs or Nitrogen Oxides.
