There is a parameter \interfootnotelinepenalty , which is 100 in LaTeX. Setting it to zero ( \interfootnotelinepenalty=0 ) or even to a negative value before the offending footnote helps to split it. Then you can set it back to 100 if you wish. It is difficult to give a more detailed answer without an MWE.
The easiest (and most brutal) thing they suggest is setting \interfootnotelinepenalty=10000 , which will prevent the footnote from breaking across pages. Alternatively, they suggest adjusting the space on the page (using \enlargethispage{} ), to force the line with the footnote onto the next page.
How Do I Use the Same Footnote Twice? You can reference the same footnote twice using the command \footnotemark for the first time and \footnotemark[\value{footnote}] to reference it the second time.
You can insert a footnote marker using the \verb|\footnotemark|\footnotemark{} command and later, when youre ready, typeset the footnote text by writing \verb|\footnotetext{Heres the footnote.}|. \footnotetext{Heres the footnote.}

Use the footmisc package, with option symbol . The starred option symbol* might also be useful. \usepackage[symbol]{footmisc} will do it.
