If it only happens with Microsoft Word, you should check its default encoding settings. Go to File and select Options. Then, choose Advanced and scroll down until you find the General category. Here, you can change the default file format and Plain Text file encoding.
The only way to prevent a PDF from being converted to Word is to use PDF DRM software. While you can password protect a PDF, once a user has been given the open password they can easily remove any restrictions and do what they want with it.
Simply launch Word and use the Open File dialog to find and open the PDF. This process creates a copy of the PDFs contents as a Word document while keeping the original PDF intact.
Check default program settings: Right-click on a PDF file on your computer and select Open With from the context menu. Choose Choose another app or Open With Choose default program. Make sure that Microsoft Word is not selected as the default program for opening PDFs.
