Titles/labels/legends for tables are always placed at the top of the table. A table should be stand-alone and hence, the title and footnotes presented should be self-explanatory. The number of words/information presented in the table depends up on what is being presented in the table.
If you add [hbt!] after the \begin{figure} , like this: \begin{figure}[hbt!] this then tells LaTeX to place the image right here (as close to the position in the source code as possible); or if thats not possible (e.g. its too large to fit on the current page) at the top of the next page, or bottom of the next page.
You can position a table the same way that you position regular text, using the alignment controls. Select the table by clicking the Move handle ( ) that appears above the top left corner of the table. Select an alignment option in the Paragraph group on the Home tab.
If you really want them to stay in place, you could just not put them in Floats. Then you can use either the caption or the capt-of package to add a caption to the figure. However, I think that the most accepted method is to use the placeins package to have your floats placed in the section they appear in.

To align the whole object (table) to left, use \begin{flushleft} \end{flushleft} . To align the text in cells in a column to left, center or right, use l, c or r in the description of your tabular , like bellow.
If you want to move the tabular then move the \hfill inside your table container.
A table can easily be placed with the following parameters: h Place the float here, i.e., approximately at the same point it occurs in the source text (however, not exactly at the spot) t Position at the top of the page. b Position at the bottom of the page. p Put on a special page for floats only. !
