To print an 8x10 you need 8x300 and 10x300 = 2400x3000 pixels. Printers always look at the pixel number (not the dpi or inches). So 3000 pixels divided by 3 (original photo size) = 1000dpi. You will need to scan the photo at least 1000 dpi.
The standard for photo quality printing is 300 pixels per inch, or 300ppi. This is the minimum print resolution recommended by the Library of Congress for 4x5, 5x7, and 8x10 photographs (You Say You Want a Resolution: How Much DPI/PPI is Too Much? ).
Scanning 8x10 inches at 300 dpi creates a 2400x3000 pixel image.

To change the images resolution in matplotlib, we have to change the value of the key savefig. dpi in the matplotlibrc file. The above syntax will change the dpi of the image to 300.
Generally, 300dpi is a high-res print and 1200 dpi is ultra high-res beyond what is often used even for extremely detailed fine art applications.
