Here are the March 2023 Visa Bulletin Final Action dates for employment-based immigrant visas. All countries in EB-1 are current except for China and India, which are on June 1, 2022. In EB-2, we see Mexico, the Philippines, Central America, and the rest of the world remain on December 1, 2022.
As cycle times improve, processing times will follow, and applicants and petitioners will receive decisions on their cases more quickly. USCIS will increase capacity, improve technology, and expand staffing to achieve these new goals by the end of FY 2023.

A: The Final Action Date on the Visa Bulletin is the date when an immigrant visa is available and a green card may finally be issued. A green card case cannot be completed (approved) unless the applicants priority date is earlier than the Final Action Date listed on the Visa Bulletin.
Once again, there is no movement in the EB2 category. The cutoff date for EB2 India remains set at October 8, 2011, while EB2 China still has a cutoff date of June 8, 2019. For all other countries of chargeability, the EB2 cutoff date is November 1, 2022.
