Yes, a building permit is required to proceed with the construction of a certain facility. The National Building Code, which was established a long time ago, requires this specific permission to be obtained.
A Building Permit is required to construct an accessory building (ie: shed or garage) that is larger than 215 square feet. If the building is less than 215 square feet, the requirements of the Land Use By-Law governing location on the property and the height of the building are still applicable.
Once registered, you can apply for select permits, view the status of permits and applications, submit documents, and make payments. Licensed contractors can also renew licences online. Permit applications that are not available online can be submitted by email.

Regulations. The Provincial Building Code Regulations require a Building Permit for all sheds and garages that are over 20 square metres (215 square feet) in size. In zoned areas the Municipal Land Use Bylaw requires a Development Permit if the shed or garage is over 9.3 square metres (100 square feet) in size.
A Deck Permit is required for the construction of a new deck or the replacement of an existing deck.
Therefore, a permit is required for all structural and non-structural work that is valued at more than $5,000. Permits are needed for Garages, Pools, Decks, Conversions or Change of Use of buildings.
Typically, a building permit will take from 1-3 weeks to be issued. For example, within the City of Hamilton, the Hamilton Building Division has a 10 day issuing policy assuming they do not have any further questions or concerns regarding the application.
