Conclusion. Mac Preview does not have a built-in OCR feature for text recognition in scanned documents or image-based PDFs. It can handle basic interactions with text within images using Live Text, but this is not the same as full OCR functionality.
On the Mac App store there is a free program called PDF OCR Community edition. Free version only allows conversion of single-page documents, but that covers most scans. It will convert PDF files, JPEG and PNG (screen shot format) into an editable text that can then be opened in TextEdit, Pages or Word.
