At 12 months old (but not before), your child can be introduced to cows milk. Before your child is 12 months old, cows milk may put him or her at risk for intestinal bleeding. It also has too many proteins and minerals for your babys kidneys to handle and does not have the right amount of nutrients your baby needs.

Infants who are unable to breastfeed or be fed expressed breast milk can be fed with ready-to-feed infant formula, which does not require adding water for preparation.
FDA regulations define infants as persons not more than 12 months old (Title 21, Code of Federal Regulations 21 CFR 105.3(e)). How is infant formula regulated in the United States? Because infant formula is a food, the laws and regulations governing foods apply to infant formula.
