Gary from MacMost.com explains that you cannot directly edit a PDF document in Preview on your Mac. Instead, you should edit the source document and then re-create the PDF. However, you can still perform actions such as highlighting, annotating, exporting, and rearranging pages in Preview. Go back a few steps to the Apple ID/iCloud sign in step, and skip it. You can then agree to the Terms. After setting up your Mac, go to System Preferences (or System Settings) Apple ID, and sign in.
How to get past Terms and Conditions on MacBook/desktop Mac: In the Terms and Conditions window, click Back. Youll be brought to the page where you signed in with your Apple ID. Dont sign in with an Apple ID. Click Skip to confirm the action, then youll notice the Agree button become clickable.
Mac: Open the Apple menu System Preferences/Settings Click the New iCloud Terms and Conditions popup, then scroll down to read the terms and click Agree. iPhone: Tap Settings Apple ID suggestions New iCloud Terms and Conditions, click Terms and Conditions, then scroll down to read the terms and click Agree.
Fix New iCloud Terms and Conditions keeps popping up on iPhone or iPad: Go to Settings and tap your name. Scroll down to the bottom and click Sign Out. Turn on the data that you want to keep a copy of on your device. Click Sign Out. Tap Sign Out again. Sign back in.
Get started with your Mac Sign in with your Apple ID. An Apple ID is the personal account you use to access the App Store, Apple Music, FaceTime, iCloud, and other Apple services. Make your desktop your own. Quickly change settings. Find and open apps. Find anything with Spotlight.
Use Template settings in Contacts to choose the fields that appear on new contact cards. Existing cards arent changed when you edit the template. To change these settings in the Contacts app on your Mac, choose Contacts Settings, then click Template. Click the pop-up menu, then choose a field to add to the template.
Click the back button and skip signing into the AppleID. This should allow you to accept the Terms Conditions. After completing setup, you can log back into the AppleID. Personally, to get mine to work, I skipped my apple ID sign in (Ill do it later on) and it worked.
If that also happens to you, you can fix the Mac stuck on Terms and Conditions issue by avoiding signing in with your Apple ID before agreeing to the Terms and Conditions. This has been approved to work for a lot of users who are stuck on Terms and Conditions at setup.
