All radios that operate within Canada require certification. There is one exemption. When they are built by someone in possession of an advanced amateur (HAM) radio licence they do not require certification. When a radio is built by an Advanced HAM licence holder that radio can only be operated on HAM frequencies.
3.2 Compulsory requirements All persons who administer qualification examinations must be holders of an Amateur Radio Operator Certificate with Basic, Morse Code (5 wpm) and Advanced qualifications, and be 18 years of age or older.
All radio apparatus must be licensed under the Radiocommunication Act unless it is only capable of receiving broadcasting or is exempted under the applicable standard of the Radiocommunication Regulations . There is a separate fee for each transmit and each receive frequency.

In Canada, radio licenses are required for all commercial and public safety two-way radio systems and devices. ISED radio licenses are critical for effective frequency management and reducing interference issues that can have serious safety implications.
While it may not be used in practice as much today, up until 1991, in order to get an entry-level ham license, you were required to demonstrate you could copy Morse code messages. Because Morse proficiency is not required these days, many amateurs today dont bother learning the skill.
