To prevent users from editing your form fields in a fillable PDF, you must flatten or lock the form before saving.
Once you have the Document Properties menu open, select the Security category from the Categories list. Under Document Security, you will have access to the Security Method drop-down menu. To make your PDF non-editable and read-only, select Password Security from the drop-down menu.
Follow the steps below to flatten a completed PDF fillable form: Open fillable form. Add appropriate data. Right click on document and select Print. Select the PDF printer. ( Select OK. Specify location to save the printed, flattened version of the form. Select Save. File the flattened form in CM/ECF.

How Can I Make a PDF Not Allow Editing? Open the document in Power PDF. Navigate to the Security tab and click Manage Security. Check the box that says, Set a password to restrict editing of security settings. Enter a password. Set restrictions, including whether to allow printing and which changes you wish to allow.
On Windows, just follow these steps: Right-click your PDF. Select Properties. Choose Read-only. Click OK.
Open a file in Acrobat and choose Tools Protect. Select whether you want to restrict editing with a password or encrypt the file with a certificate or password. Set password or security method as desired. Click OK and then click Save.
How to Lock Fillable PDF Fields Open your PDF. Add your fillable fields (logo, contact information and disclosure) Save the document and keep it open. On the right-hand menu, click the purple shield icon Protect; if you do not see this icon, select More Tools, find Protect and click Add.
You can right-click on any field to reveal options. In the pop-up menu, there will be the delete option. Click that, and the field will be deleted. To select multiple fields at once, hold the control/command button and click them to select, then right-click to delete.
